Actually it took the libs & horseman a few years but yes, licensing in the mode used in Canada (licensing businesses & individual, authorising any trade, sale or loan between individuals) is a Direct Path to Confiscation
Its called a PAL – Possession and Acquisition License. You need one to:
a: Possess any firearms, even ones owned before the license came into effect or ammunition (limits on possession and only for firearms you possess; not an issue unless there are investigations — basically, if you don’t own a 7.62×39, you don’t need ammo for one)
b: purchase, borrow or lend a firearm (deemed anything driving a projectile over 500fps)
b: buy ammo — no tracking on volume or quantity limits — YET! but yes, you need one to buy or possess one round of anything, calibre irrespective.
Yes, this is experience talking, not some rumour off the web or heard in a duck blind — I have a PAL
Remember this; to my knowledge, there is no equivalent to 2A ANYWHERE on the planet with the possible exception off countries like Switzerland so very few and VERY far between.
