I think it would depend on who is in office, and if it could be established without a doubt who did the attacking.
After the Iraq invasion there might be more than a few people in Congress demanding absolute proof of who did the attack before retaliation.
Unless someone wanted to frame the attack on someone else to invoke a massive US military response against the country being framed, I do not see an EMP attack while Trump is in the WH.
