Sorry Crow, but trusting Congress to do the right thing is hopeless. If Congress were in charge, as it should be, of the war machine, we wouldn’t be occupying Syria, we wouldn’t have troops all over Africa, we would not do military exercises on Russia’s front door.
If an EMP attack will happen, from a foreign country or a domestic false flag, the response will come directly from the Pentagon and the WH (independently on who is the president) and Congress will learn about it afterward. Well, unless DC is a big hole in the ground by then.
