Dark,
I don’t believe a U.S. reaction would be as decisive as you propose. Certainly any actor engaged in an EMP attack is not going to conduct it in a manner that readily identifies themselves for retaliation.

As to why would one of the enemies of the U.S. conduct an attack; this has multitudes of answers.
