I see no problems with the design. I like the bright colors better than the muted version which you cannot identify right away.  The muted one looks as if the cars are just dirty.

I am a very “pro” flag person.  Pro in the sense that it must be displayed properly.  Those letters do not constitute a flag.  The colors are merely a design that implies the flag.  it is certainly not aggressive – a gun would be that.  It is also, to me, not “threatening, intimidating, harassing or a symbol of racism.”  I would expect to see the local flags displayed wherever I travel.

I do take exception to people changing the flag, as in what Tolik implies, the “police” flag.  I saw a picture of an American flag yesterday, that was all blue and white.  Imposed on the flag was a picture of our current president.  To me, that is no longer our American flag. It is just a symbol of the person on it.  You can see stars and stripes, which implies our country, but no one person is our country. That is the reason for the 50 and 13 – to represent us all.

Go ahead, make signs and posters.  Do not desecrate our flag.
