Unfortunately a number of people do not qualify and have to suffer the burden.
I recall a NPR interview of a couple who were all in favor of the ACA. Until they discovered they make to much money and did not qualify for any subsidies.
Then, their insurance started to go up, and they are in the cannot afford to use it category.
