CCW? Hard to say but I will say that unless I was in his immediate area and could not remove myself from the situation, I would only then engage.

As a CCW holder, you don’t have any gear but your pistol and minimal ammunition. No comms, no intel, no armor, no backup. What happened to the good samaritan in Vegas (Target)?
During the Mumbai attack, what did the SAS gent do? He was armed (pistol). He did not engage but led others to safety and returned for more. But he stayed out of the fight.
In this case, it’s Cali, CCW is essentially non-existent. And since its a gun free zone, you wouldn’t be likely to be armed anyway. You pull that pistol and responding LE are probably going to assume that you are involved and if you are lucky, just arrest you while the bad guy continues.
To give some perspective, we had an incident at an elementary school some years back. I was first on scene and as I ran up to the building to get an initial look, a parent came out and was grabbing a shotgun out of his pickup. After a few rude words, I informed him in no gentle terms that about 6 officers were making entry from as many doors around the school and anyone that wasn’t wearing a badge and had a gun was getting shot and that he would probably bleed out before we considered calling the ambulance in.
LE training has changed thanks to Columbine. Priority one is to stop the killing, even if it means stepping over the injured and dying. And anyone with a gun is a suspect.
Basically, if you can’t back shoot this bad guy and put your gun down and wait for the cavalry, stay out of it.
