Adding to the points you read, read the same, there is also a titbit I read that Cali was really suited for mass occupation due to various reasons. One being that originally not even the indigenous populations wanted to live there in large numbers due to it not being ideally suited for such endeavors.
So California is a forced situation, kept going with great effort, humans overriding natural course of things.
Also, read that the saga about the electricity prices goes back quite a bit when they were forced down some time back. That has now come back to bite each and everyone living all over California, it seems to me.
You cannot now up the price of electricity, should have not been tampered with, which should have resulted in proper maintenance and care being taken as they could then afford it today.
