It’s a spoof bill. It is “trolling”. The senator who sponsored the bill also said he wouldn’t vote for it. That senator is an old school blue dog democrat who has opposed all of his party’s attempts at pushing more gun control.
Basically the bill was to say “If you nanny state liberals feel that anyone 18-21 is too young to buy a cigarette, drink a beer, or buy a gun, then obviously you must agree that those 18-21 year olds are too immature to have a cellphone and that they cannot be trusted not to text and drive”
It’s brilliant.
