According to this article, by the NYT, in 2005 Bush did order a stockpile of PPE, and Congress passed the law to do so in 2006.
But then that stockpile was depleted much of the supply in 2009 against the H1N1 and again in 2014 during the Ebola crisis.
And the government never replaced them.
