The old joke about describing a Democracy ” Two wolves and a sheep , voting on whats for dinner ” . The same holds true for non – civilian, internal , review boards ” Two thugs and an inmate deciding on what is acceptable conduct ” . Civilian review boards should be the new standard , its the only way some corrupt departments will get cleaned up . This should include all Federal alphabet soups .
