They do not have a dedicated infrastructure to deal with any substantial snow fall.
I was working as a contractor for one of the intelligence agencies in 2010, living outside of DC. We got hit by a snow storm. I sent everyone home at 1500, and even then, it was messy.
Now, as someone who grew up in the Great Lakes snow-effect area, no big deal.
But some of these NVA never seen snow, let alone how to drive in snow.

I knew people who turned around, went back to their offices and spend the night and next day there.
