There was (past tense) a plan in Charleston, SC to build something like this in a old abandoned industrial area.
First level would be small, medium shops. Second, third floors apartments. Roof top “green space.”
Then a rapid transit system to downtown, the airport, base.Never happened.

Its a joke . Like quitting smoking AFTER you get cancer . Being from AZ , I can tell you that the time to have done that , was in the 1980’s . It would have made a difference . Now its far too late . In metro phoenix , its gotten so overpopulated , and car dependant , that it actually effected the weather patterns . Its pretty bad .
