Read somewhere else the cost of fertilizer may impact rice production. For some Asian counties that could be very, very bad.

Even if they plant 2/3rds it might not get harvested because of death, land mines etc

It appears that fuel is short, civilians are targets as well as tractors because of the publicity they got for stealing russian equipment.
