Good question about how to deal with people who think it is okay to take from you by force.
Like to think the community would have its own set of rules/laws.
We would likely need someone like you Matt, with LEO experience or to be our town sheriff.

I’m a good LEO or try to be but I still believe a separation needs to be there and have a judge or committee that rules on it. Early on I can see it being one person.
For that me or others like me we might not be the best choice as things level out.
Irregardless of what choice each group makes those in the group must be willing to ride with the decisions made even if they don’t agree or it’s not their way.
This is something I really believe that most groups need to train on and have discussion on now. It’s easily accomplished in a living room. Even if it’s just a couple I think it needs doing. These things can tear apart cohesion quickly.

Thinking of some one like you to enforce or make arrests (be it kid stealing fruit or someone who killed friend/sentry).
And then like you said, a separate committee versed in law (preferably) to make judgements.
Try to stay away from mob rule. ‘
From what I saw in Afghanistan, either a strong, smart, tribal leader of the tribe/community, or a council of elders seemed to work the best.

I would think on these as well
In time of lean are you willing to give food water and shelter (heat and bedding) to someone who tried to harm you instead of your own group. If not willing to then two choices kill or let go.
Two rules of law for those inside community and for strangers. Jail only for community?
Torture, how far will you go to extract info and who does it and how do you live with aftermath?
People wanting changes to rules to suit themselves more, how this is done and who has ability to and who does not.
When someone in a position you need does something against rules do you deal.with it differently? Your only doctor gets caught stealing supplies usually ots say 10 lashes but if you do that he won’t be able to work for a few days and there are people in need of their unique skills?
What’s stops a banished person from.coming back with friends and well you know what happens next.
How about something simpler like adultery or polygam, slavery?

As much as possible, I think these are decisions that need to be made ahead of time and not in the heat of the moment.
Of course, there will be some things that will have to be handled as they come along.

To me those and many more questions should be answered before hand and used to screen your group pre shft.
Think wider you take your child to the trading post the punishment is removal.of thenhand for stealing. You see them take something but the trader does not what do you do?

Two sets of rules for two types of emergency. A 3 week storm recovery, with expectations of return to normality, law and order, requires a different set of actions than a Walking Dead/Neegan over the hill scenario. But I’ve seen African immigrants in town missing a hand or two, they don’t worry about proper law where they come from.
