He outlines some steps that need to be taken and the shortsightedness of the Cal government. Maybe more of these will be a wake up call to the Cal left. Nah, probably not.

They are too busy banning plastic straws, and changing words to be more inclusive (“manhole” to “maintenance” hole) to be bothered with things like safety or protecting homes and businesses.
Real problem is how much money and where it is going to come from to really do anything meaningful.
